Council supports advocacy efforts calling for permanent increase to Ontario Community Infrastructure Fund (OCIF)
Middlesex County Council endorsed advocacy efforts calling on the Province of Ontario to permanently maintain the Ontario Community Infrastructure Fund (OCIF) at $400 million annually. The resolution supports a request from the Municipal Finance Officers' Association of Ontario, calling for stable, predictable funding for municipalities to renew aging infrastructure and investments that support growth and housing.
The OCIF is a critical source of formula-based funding that helps municipalities plan and prioritize long-term infrastructure projects. Middlesex County maintains more than 1,700 lane kilometres of roads and 254 bridges and culverts, many of which are approaching the end of their expected service lives. Predictable funding is considered essential to support asset management planning and avoid costly infrastructure deterioration.
The County received $1.37 million in OCIF funding in 2026, more than double its 2021 allocation. Any reduction in future OCIF funding could increase pressure on property taxes, reserves, or debt financing, and may require planned capital projects to be delayed.

Public Health in Middlesex County – Middlesex-London Health Unit Delegation
The Middlesex-London Health Unit provided County Council with an update highlighting current health trends, public health services, and emerging community health challenges across the region. The Health Unit serves approximately 600,000 residents across the City of London and Middlesex County and delivers a wide range of services, including disease prevention, immunization programs, health inspections, public education, and outbreak management.
The presentation highlighted several initiatives aimed at improving access to public health services across Middlesex County. In recent years, the health unit has expanded county immunization clinic opportunities from approximately 12 to 36 annually, and began offering nurse-led sexual health clinics in communities including Strathroy, Dorchester, and Lucan. School-based immunization programs, oral health programs, breastfeeding supports, and environmental health inspections continue to play a key role in serving residents throughout the County.

Intersection Control Policy Motion
County Council directed staff to develop an Intersection Control Policy that will establish a consistent, data-driven approach for evaluating and implementing traffic control measures across the County road network.
This aims to standardize criteria and processes for assessing, selecting, and installing intersection controls helping ensure decisions are based on engineering principles, safety considerations, traffic volumes, and operational needs. Once completed, the policy will be presented to Council for consideration and is expected to serve as a framework for future transportation planning and traffic management decisions throughout Middlesex County.
Recommendations made by the Committee of the Whole at the September 22, 2026, meeting will be considered by County Council at its next regular meeting on October 13, 2026. The Legislative Services Department maintains the official record for all County government proceedings.
