Middlesex County Council Meeting Highlights – May 26, 2026

Renovations at MLPS Trossacks Ave. Paramedic Building 

The Committee of the Whole recommended the Award of Tender # MC-2026-21 – Middlesex County Trossacks Ave. Paramedics Building Renovations. The tender drew 12 submissions and staff recommended awarding the contract to Bronnenco Construction Ltd. of London, who submitted the lowest compliant bid at $470,100, and received positive references. The project includes interior upgrades such as a new lounge, kitchen, washroom, and improvements to the ambulance garage, along with exterior façade and window replacements. Construction is expected to begin shortly after contract award, with completion targeted for October 30, 2026. Middlesex Supports 2026-2027 Program Bolsters Community Programming

The Committee of the Whole received a report highlighting how the Middlesex Supports program is helping reduce barriers for families, supporting child and youth well-being, and responding to identified community needs. Last year, Middlesex Supports program funding helped community partners serve 87 children and 276 families. During the 2026-2027 cycle, approximately $97,000 will support community partners that provide direct services to Middlesex County residents and help ensure that families can access support that may not otherwise be available. The funding will support a range of community programs, including expanded family counselling services, targeted supports for young mothers and families, improved access to municipal sports programs, swim passes for children, and initiatives that promote awareness of post-secondary education opportunities.

2027 Tax Policy Analysis and Recommended Tax Ratio Changes

The Committee of the Whole recommended changes to the property tax system for 2027 that would shift how taxes are shared across property types, while keeping overall revenue the same. The changes follow a comprehensive review of the County’s tax policies completed last year. The proposed changes balance fairness, economic growth, and housing development while keeping long-term stability in mind. The proposed changes include removing tax discounts for vacant or excess commercial and industrial land, which would increase taxes on underused properties while slightly lowering taxes for fully occupied business properties, and reducing the tax ratio for multi-residential properties like apartment buildings to better align with residential properties and support housing affordability. Planning Service Agreement Modernization

The Committee of the Whole received a report outlining how Middlesex County is modernizing its Planning Service Agreements with local municipalities. The County currently provides local municipalities with coordinated support for development applications, policy work, and planning advice under a shared services model. As the planning environment became more complex due to increased development, new provincial policies, and advances in technology, it became necessary to update the original Planning Service Agreement. The draft new agreement keeps the existing shared service model while updating roles, expectations, and communication processes. It also includes new provisions related to professional training standards, Ontario Land Tribunal practices, and cybersecurity. The changes will support consistency and efficiency while maintaining local decision-making authority and strengthening collaboration between the County and local municipalities.
