Consolidated Municipal Service Manager (CMSM) Agreements

County Council has approved new Consolidated Municipal Service Manager (CMSM) agreements with the City of London, updating existing service agreements for the provision of Ontario Works, Child Care, Housing and Homelessness Prevention, and Land Ambulance services. The renewed agreements build on a long-standing partnership between the two municipalities, modernizing language, improving clarity, and strengthening accountability while maintaining the stability and cost-sharing framework that supports consistent delivery across both London and Middlesex County. For more information, see the Consolidated Municipal Service Manager (CMSM) Agreements report.

Natural Asset Valuation to Support Asset Management & Forestry Planning

The Committee of the Whole received a Natural Asset Valuation to Support Asset Management & Forestry Planning report, which highlights the crucial role County-owned forests play in delivering environmental, economic, and climate benefits.

Did you know? Middlesex County forests produce enough oxygen each year to support approximately 79,000 people – nearly the entire County population.

With over 1,000 hectares of forests – forming one of the largest contiguous forest blocks in Southwestern Ontario, the County is actively quantifying the value these lands provide. From carbon sequestration and stormwater management to biodiversity protection, these forests are essential to both community well-being and climate resilience.

This groundbreaking work strengthens asset management practices, supports long-term sustainability goals, and underscores the County’s commitment to environmental stewardship. It also positions Middlesex County to strategically consider acquiring ecologically significant lands as future opportunities arise. For more information, see the Natural Asset Valuation to Support Asset Management & Forestry Planning report.

Recommendations made by the Committee of the Whole at the October 7, 2025, meeting will be considered by County Council at its next regular meeting on November 4, 2025. The Legislative Services Department maintains the official record for all County government proceedings.
