County to study feasibility of establishing a Middlesex County Archives
The Committee of the Whole adopted a staff recommendation to award RFP # MC-2026-03 to TCI Management Consultants. If approved by Council, TCI Management will be tasked with conducting an archives feasibility study to assess the needs, costs, and operational requirements of an archival service in Middlesex County. Middlesex County Governance & Administration Centre Financing Report
The Committee of the Whole considered financing options for the new Middlesex County Governance & Administration Centre, ultimately recommending that the $14.7 million project be funded using a combination of reserves and debenture financing pursued through Infrastructure Ontario. County considering policy guiding future forest purchases
The Committee of the Whole received a proposed policy to guide the acquisition of future woodlands to add to the County’s existing 2,500 acres of forest. If adopted by Council, the policy would provide the County with a framework to evaluate future opportunities to ensure that any expansion of the County Forest is deliberate, strategic, and aligned with long-term management objectives. Adopting the policy will not create an obligation to acquire new land and any future acquisition would remain subject to a separate report and Council decision. Middlesex County Connect Transit Service sees successful 2025
The Committee of the Whole received the Middlesex County Connect – 2025 Year in Review Report, highlighting the County’s inter-community transportation service’s 2025 operations. In 2025, the system recorded over 14,000 riders on its three routes – a 27% increase from 2024. Fare revenues rose 20%, reaching $67,452, and buses operated with 98.5% reliability. Committee of the Whole briefed on County Housing & Homelessness Services
The Committee of the Whole received a report outlining the County’s roadmap to advance attainable housing outcomes through existing County service areas. As a planning authority and upper-tier municipality, Middlesex County plays a role in shaping housing outcomes through land use planning coordination, infrastructure investment, economic development strategy, and other policy tools. County will explore Build-Ready Housing Designs
The Committee of the Whole directed staff to proceed with exploring how to implement a Build-Ready Housing Design Program. The program would address housing pressures and improve access to small, more affordable homes by offering pre-reviewed building plans for Additional Residential Units that comply with both Provincial building codes and local planning regulations. A coordinated program in partnership with local municipalities would streamline approvals and reduce duplication throughout the process.
