Rooted in Community, Growing Toward Tomorrow — Middlesex County Strategic Plan (2026-2030)
The Committe of the Whole has given the green light to the Rooted in Community, Growing Toward Tomorrow — Middlesex County Strategic Plan (2026 - 2030). Developed in collaboration with Quarry Consulting and shaped by extensive engagement, the Plan sets a clear, community-informed direction for the County's future. It outlines strategic priorities across community vitality, infrastructure, economic growth, and service excellence, supported by a detailed Implementation Plan with measurable outcomes. If approved by Council, the Plan will be tracked using interactive dashboards to ensure transparency, adaptability, and ongoing alignment with community needs. Establishing a Housing Advocate Role
The Committee of the Whole approved the concept of a Housing Advocate role to support attainable and affordable housing across Middlesex County. This forward-looking position will act as a facilitator and strategic connector among municipalities, developers, non-profits, and other stakeholders, helping to build relationships, align strategies, and pursue funding opportunities without duplicating existing efforts. Staff have been directed to proceed with consultation activities necessary to establish the position, identify KPI's, and report back to the Committee before moving ahead. CAO Recruitment Kick-Off Meeting
As part of the Middlesex County Chief Administrative Officer (CAO) recruitment process, Council received a presentation from Waterhouse Executive Search, the organization selected to lead executive recruitment services. The presentation outlined the organization's experience in senior municipal hiring, detailed the four-phase executive search process, and reviewed the proposed evaluation approach, including timeline, key milestones, and key considerations for Council to select the County's next CAO. Award of Tender MC 2025-08 Middlesex County Governance & Administration Centre
Council received a comprehensive report on the proposed Middlesex County Governance & Administration Centre. The report outlined total project costs of approximately $14.78 million, including construction, site preparation, furnishings, and related services. The new facility is designed to be a long-term, cost-effective investment that supports service delivery and strategic growth across the County. Council authorized the award of Tender #MC 2025-08 to Baribeau Construction London Limited and approved using reserves for short-term financing. Staff have been directed to return in 2026 with funding options, including the potential use of debentures and proceeds from prior property sales.
