Middlesex County Council Meeting Highlights – July 8, 2025

Ontario Transit Investment Fund (OTIF) Application and Inter-Community Transit Service Continuation

Council directed staff to proceed with finalizing the Ontario Transit Investment Fund (OTIF) funding agreement to support the continuation of inter-community transit across Middlesex County and partner communities. Staff will also work with OTIF project teams, including local municipalities and community interest-holders, to secure the necessary financial commitments to meet the cost-sharing requirements set out by the OTIF program model. The goal is to ensure long-term service sustainability and access to regional transit funding. Next Gen 9-1-1 Readiness Update

The Committee of the Whole received an update on the status of the County's readiness to implement the Next Generation 9-1-1 (NG9-1-1) system, which strives to modernize the 9-1-1 model from analog to digital. A readiness assessment completed between 2023 and 2024 confirmed the County is in a good position with data quality and information systems management, although further work is still required on current Quality Analysis/Quality Control (QA/QC) processes. County staff will continue to work with neighbouring counties to advance readiness ahead of the March 31, 2027 implementation date. Middlesex County Library Services Update

Middlesex County Library provided an update on library services, highlighting the reach and impact of 2024 EarlyON programming, along with new additions to several library branches, including dedicated makerspace rooms and private meeting pods. Throughout 2024, the Library offered 1,070 in-person programs, attracting 14,291 visits by children and 10,988 by caregivers. The presentation also touched on initiatives for older adults, including digital literacy workshops and dementia caregiver support kits, and introduced the Library’s 2025–2029 Strategic Plan focused on exceptional experiences, expanded reach, and lifelong learning. 2026 Budget Schedule & Process Enhancements

Middlesex County is advancing its 2026 budget planning with a continued focus on transparency, efficiency, and strategic alignment. Council has approved the 2026 Budget Schedule and endorsed key planning principles, which include the launch of an Advisory Budget Survey this fall to gather public input on service priorities and capital investments. The results will help shape the 2026 budget and build a foundation for future engagement efforts. For more information, see the 2026 Budget Schedule & Process Enhancements report.
