Middlesex County Advisory Committee, Board and Third-Party Appointment Review
The Committee of the Whole received a comprehensive governance review examining Middlesex County's Advisory Committees, Boards, and third-party appointments to ensure clear mandates, consistent reporting, and inclusive citizen recruitment. The report made several recommendations, including updated or newly established Terms of Reference for several committees and boards, clarification around committee composition, and the discontinuation of the Intergovernmental Relations Committee. The report also proposed a new, county-wide policy to guide the recruitment, selection, and orientation of citizen appointees for the upcoming 2026-2030 term to ensure a fair and consistent approach to community participation. Committee Awards RFP for Middlesex Community Safety and Well-Being Plan Update
The Committee of the Whole recommended that Sustainable Societies Consulting Group be awarded the contract to update the Middlesex Community Safety and Well-Being Plan. The consultant was selected following a competitive evaluation process and brings strong experience in plan implementation, governance alignment, and performance measurement. The project is expected to take approximately three months and involves five phases, including project initiation, policy and plan review, development of implementation and monitoring frameworks, and final integration, with the updated plan to be presented to County Council. 2026 Tax Ratios
The Committee of the Whole received a report outlining the 2026 property tax ratios and related tax policy considerations, which were informed by a review completed by Municipal Tax Equity Consultants Inc. The report proposes maintaining all tax ratios at their 2025 levels, thus preserving the County's long-standing tax structure and supporting stability and predictability for taxpayers. It also confirms that the County's tax ratios remain compliant with provincial requirements and broadly aligned with neighbouring municipalities, while highlighting ongoing assessment and growth. Staff recommendations for optional tax policy tools were also presented, with no changes proposed for 2026 and emerging measures to be considered in future years. MLPS Exploring Use of Decommissioned Ambulance for Mobile Veterinary Clinic
County Council received an information report outlining discussions between Middlesex-London Paramedic Service (MLPS) and the City of London's Community Compliance and Animal Services division regarding the potential acquisition of a decommissioned ambulance to be repurposed as a mobile veterinary clinic. The report explains that the mobile clinic would allow veterinarians to assess and treat animals in the field, improving access to timely care and animal welfare outcomes. Following internal review and consultation with County staff, MLPS identified a decommissioned ambulance suitable for this initiative. Should the acquisition proceed, all future costs, maintenance, operation, and liabilities will rest with the City of London.
