Middlesex County Council Meeting Highlights – September 23, 2025

Hydro One Delegation - Longwood to Lakeshore Project Update

Hydro One updated County Council on the status of the Longwood to Lakeshore Transmission Project. Route 3B has been identified as the preferred route for the project, as it maximizes the use of existing transmission corridors, requires the least amount of new land, and minimizes the impacts on residential properties, species at risk, vegetation, and water resources. As this preferred route crosses County-owned property near Big Bend Road and Knapdale Drive, discussions with County staff will commence regarding the acquisition of rights, road crossings, and proximity to drains and infrastructure. Delegation - London & Middlesex Local Immigration Partnership Community Plan & Newcomer Survey Results

The Committee of the Whole received a presentation from the London & Middlesex Local Immigration Partnership (LMLIP) on the results of its 2025 newcomers survey, which captured the experiences of more than 500 permanent and temporary residents across the region. Findings show that while newcomers in Middlesex County report strong economic stability, challenges remain. Employment barriers and high rental costs continue to affect both groups, with housing affordability being a major reason some have considered leaving the region. Middlesex County Economic Development

The Committee of the Whole received a report on the future of Middlesex County's economic development services, with staff recommending that service delivery be kept in-house rather than moving to an external corporation model. The report outlined several key updates to align with Council's goal of strengthening the County's economic conditions, including additional staff capacity, a new Economic Development Strategy, and a shift toward outcome-based performance measurement. Staff have been directed to maintain the internal economic delivery model and proceed with the proposed updates, as outlined in the report. MLPS Waterloo Base - Phase 1 Renovations Update

The Committee of the Whole received an update on renovations at 340 Waterloo Street, home to the Middlesex-London Paramedic Service. Phase 1, which focused on building systems and space for Community Paramedicine, has been completed, and the program is now operating in the facility. The report recommended Council authorize procurement for Phase 2, which would modernize the main floor with upgrades to 911 services areas, ambulance bays, storage, and paramedic quarters, while maintaining operations throughout construction. Staff have been directed to proceed with MLPS Waterloo Base Phase 2 procurement activities and bring a report back to Council with the recommended proponent for consideration. Recommendations made by the Committee of the Whole at the September 23, 2025, meeting will be considered by County Council at its next regular meeting on October 7, 2025. The Legislative Services Department maintains the official record for all County government proceedings.
