Middlesex County Council Meeting Highlights – November 25, 2025

Ontario Transit Investment Fund (OTIF) Project Update and Agreements

County Council received a report outlining the status of the Ontario Transit Investment Fund (OTIF) project, including confirmed provincial funding, municipal cost-sharing commitments, and the integration of Strathroy-Caradoc's transit service into the Middlesex County Connect network starting early 2026. The report highlighted signed agreements with St. Thomas and Sarnia, the pending decision from London, and the financial implications for the County over the five year term. Based on this update, staff have been directed to finalize and execute the Transfer Payment Agreement, municipal funding agreements, and the Memorandum of Understanding with Strathroy-Caradoc. Middlesex County Archives Feasibility Study Added to 2026 Budget for Consideration

County Council have directed staff to include a Middlesex County Archives Feasibility Study in the 2026 Budget for deliberation. The study will review existing archival resources across the County and evaluate potential governance and service delivery models. It will also outline capital and operating requirements, identify partnership and funding opportunities, assess risks and long term sustainability, compare approaches used in other upper-tier municipalities, and examine the implications of keeping the current model with no County archives service. 

Committee Considers New Public Service Policy

The Committee of the Whole received a draft Public Service Policy that outlines corporate-wide standards for how staff interact with residents, businesses, and community partners across all service channels. The proposed policy sets principles for service delivery and establishes response timelines. It also outlines a structured approach for feedback and complaints, and includes a review process to ensure ongoing improvement. If approved by Council, the policy will formalize consistent service expectations across departments and the support the County's commitment to modern, responsive service delivery. Review of Provincial Proposal on Conservation Authority Boundaries

Staff have been directed to review the Province's Environmental Registry posting on the proposed regional consolidation of Ontario's conservation authorities and prepare a formal submission in response. If approved by Council, the submission will be guided by the principles and considerations set out in Middlesex County's policies, plans, and strategic documents. Recommendations made by the Committee of the Whole at the November 25, 2025, meeting will be considered by County Council at its next regular meeting on December 09, 2025. The Legislative Services Department maintains the official record for all County government proceedings.
