Middlesex County and Local Municipality's Collaborative Approach to Municipal Service Modernization

In March 2019, the Province of Ontario announced a one-time investment for many of Ontario’s small and rural municipalities in an effort to help plan, modernize and improve the way municipal services are provided to their communities. In October of 2019, the Province building on its previous investment to modernize municipal service delivery, created an application-based funding program called the Municipal Modernization Program. This program will help small and rural municipalities conduct new service delivery reviews, implement recommendations from previous reviews, and to undertake a range of projects, such as IT solutions or process improvements.

The County along with the local municipal CAOs have been working together to identify potential and collaborative modernization initiatives in an effort to better work together to deliver cost-effective and efficient municipal services across Middlesex County.

Through these discussions, the County and the local municipalities submitted two (2) applications for funding under the Municipal Modernization Program: Service Delivery Review – Payroll as a Service, and Digital Transformation – Business Process Review. Both of these review projects will identify where the County and local municipalities can work together to improve municipal services in a cost-effective and efficient way.

We are excited to announce that on January 20, 2020, Minister Steve Clark, Ministry of Municipal Affairs and Housing approved both of our applications which will provide a total investment of $94,200 toward our collective modernization efforts in Middlesex County!

This is an exciting time for Middlesex County and the local municipalities as we undertake municipal transformation efforts to provide improved, efficient and effective services to our communities! We thank the Province for their commitment and assistance to helping municipalities deliver modern, efficient, and effective services to our communities.
