Middlesex County Library & Middlesex EarlyON

On October 1, 2019 Middlesex EarlyON Child and Family Centres will be managed and delivered by the Middlesex County Library.  Currently Perth Care for Kids oversees program delivery in Komoka, Thorndale, Ilderton, Lucan and Dorchester and North Lambton Child Care Centre oversees program delivery in Strathroy, Glencoe and Parkhill. This change to a library-based service delivery model is in response to feedback received from parents and caregivers about where they would like to access programs and services for their children. It is as well a natural transition for parents and caregivers as currently EarlyON programming is offered in 6 of 15 library locations across Middlesex County.

Middlesex EarlyON Child and Family Centres/Library Additions 

EarlyON Child and Family Centres are funded through the Ministry of Education.  These Centres are part of the Ministry of Education’s vision for the early years, where “Ontario’s children and families are well supported by a system of responsive, high-quality, accessible and increasingly integrated early years programs and services that contribute to healthy child development”.

Beginning January 1, 2018, the City of London, as the Service System Manager, became responsible for the oversight of the EarlyON Child and Family Centres program, including the administration of funds, as part of its responsibility for the service system management of child care and early years in the City of London and Middlesex County.

The County of Middlesex is the agent for the Designated Service Manager to manage service delivery of the Child Care Services in the portion of the Service Delivery Area that comprises the geographic area of the County of Middlesex excluding the geographic area of the City of London. Therefore beginning January 1, 2018, the County of Middlesex became responsible to manage the service delivery of the EarlyON Child and Family Centres program in Middlesex.

In January 2018, a submission was sent to the Province of Ontario requesting funding to enhance, and or improve the space for EarlyON programming in Ilderton and Strathroy.  On September 5, 2018, the Service System Manager (SSM) for London and Middlesex County committed funding to support thefollowing additions:

  • A total of $530,000 to the Ilderton EarlyON Child and Family Centre/Library Addition.
  • A total of $525,000 to the Ilderton EarlyON Child and Family Centre/Library Addition.

This funding has been made possible through the Provincial Community-Based Early Years and Child Care Capital Program (CBCP).  The 2017-18 CBCP projects are required to open no later than December 31, 2020.

Programming Rooms 

Libraries are places where people connect, not just with books and computers, but also with other people, groups and service providers.  For a number of years, Middlesex County Library Branches have been considered natural hubs in our communities.  In addition to the use of the programming room for EarlyON programs, the space will be valuable for library-based programs.  Currently the Ilderton and Strathroy Library Branch do not have a dedicated programming room. Programming rooms have been of great value and use to other Middlesex County Library Branches.  Non-profit community partner agencies may also benefit from the use of the space for their respective programs, as has been the case for agencies accessing programming space in other municipally owned library buildings.

It is anticipated that the Ilderton project will commence in the Spring of 2020 with an anticipated opening in September 2020.
