Due to the restrictions in place, to support the parents of school-aged children who may not be able to support their child’s care at home, the Ministry of Education will be implementing a targeted emergency child care program for school-aged children who are enrolled for ‘in-person’ schooling ONLY, at no cost to eligible parents, for the following weeks: January 4-8, January 11-15, January 18-22, 2021.
Those eligible for emergency child care (ECC) include health care and other frontline workers whose children are enrolled in school. Please see Appendix B: List of eligible works (child care only) (https://www.ontario.ca/page/covid-19-provincewide-shutdown#section-9) provided by the Province for the full list. Note that this list is based on the eligibility list issued March 23, 2020 with targeted additions. This list also provides municipalities and First Nations with the ability to designate a person as essential as per the unique needs of their community.
On January 9, 2021 the Province of Ontario announced they will be expanding eligibility for the targeted emergency child care program to more frontline workers. For clarity, there may be some children who despite being school-aged (i.e., Junior/Senior Kindergarten) are not registered in school and are currently enrolled in licensed child care. Thus, Junior/Senior Kindergarten-aged children who are not registered in school but are instead registered in licensed centres as of December 21, 2020, may continue to attend the centres throughout the duration of these time-limited public health actions, including the week when elementary schools have moved to a virtual learning model.
Health and safety measures
Strict health and safety measures required by the Ministry of Education, in consultation with the Ministry of Labour Training and Skills Development, the Ministry of Health and Ontario's Chief Medical Officer of Health, include but are not limited to the following practices:
- Daily screening of everyone before entering the premises and keeping attendance records for contact tracing;
- Practicing the proper use of masks and eye protection, proper hand hygiene and physical distancing; and
- Enhanced cleaning and disinfecting of toys, equipment and the premises.
