a)         A BY-LAW to enter into a Purchase of Service Agreement with The Corporation of the County of Elgin, The Corporation of the Municipality of Adelaide Metcalfe; The Corporation of the Municipality of Lucan Biddulph; The Corporation of the Municipality of Middlesex Centre; The Corporation of the Municipality of North Middlesex; The Corporation of the Municipality of Southwest Middlesex; The Corporation of the Municipality of Strathroy-Caradoc; The Corporation of the Municipality of Thames Centre; and The Corporation of the Village of Newbury, to provide for AODA Consulting Services for Middlesex County and/or the Middlesex Lower-Tiers

 

b)         A By-Law to amend Schedule “C” of By-law #5681, which authorized an agreement with Para-Med Health Services, (now known as Paramed Home Health Care) a division of Extendicare Health Services, for the provision of homemaker services to eligible County residents

 

c)         A By-Law to confirm proceedings of the Council of The Corporation of the County of Middlesex – May 28, 2013

                        1.         2013 - 2014 Municipal Insurance Renewal

The proposed 2013-2014 insurance program as submitted by the Frank Cowan Company Limited with a premium of $772,665 for eighteen months plus applicable taxes to December 31st 2014 be approved.

 

                        2.         2013 Property Tax Capping Parameters

            That:

1.    Middlesex County apply the annual cap of 10% of the previous year’s  annualized taxes;

 

2.    Middlesex County set an upper limit on annual increases at the greater of the amount calculated up to 5% of the previous year’s annualized CVA tax;

 

3.    Middlesex County apply a threshold of $250 to bring properties within $250 of CVA to CVA for both increasing and decreasing properties;

 

4.    New construction and new-to-class properties in  are limited to 100% of CVA;

 

5.    Middlesex County exclude properties that were at CVA tax in 2012;

 

6.    Middlesex County exclude properties that would cross over CVA tax in  from capped to clawed back or clawed back to capped; and

 

7.    The necessary by-law adopting the changes for the property taxation year be presented to Council at its June 11, 2013 meeting.

 

3.         Strathmere Lodge - Medical Director Agreement

That the appointment of Dr. Paul Ferner as Medical Director at Strathmere Lodge be confirmed for an additional two year period ending June 30th, 2015; and  that the Lodge Administrator be authorized to sign a Letter of Agreement with Dr.Ferner.
