            a)         Foreign Direct Investment Mission to Germany

That County Council authorize the Manager of Economic Development to attend the Foreign Direct Investment Mission in Germany in support of Diagnostics Biochem Canada in conjunction with the Municipality of Thames Centre; and that Middlesex County contribute half the costs for Warden Maudsley to attend the Foreign Direct Investment Mission.

 

b)         Emergency Medical Services Funding from the Province of Ontario

That County Council approve the revised Middlesex London EMS budget to reflect the additional (one time) funding from the Province of Ontario as presented in the revised (attached) budget; that Council direct the Clerk to forward a copy of the approved motion to the Ministry of Health and Long Term Care; and that County Staff complete the required Ministry of Health Financial documents and return to the Ministry of Health no later than September 28th, 2012.

                        5.         Roadside Memorial Policy

            That the roadside memorial policy be approved as follows:

 

Roadside Memorial Policy

 

In the event that a roadside memorial is erected within the road allowance of any County road, being either rural or urban, collector or arterial, the following guidelines shall be followed:

 

1.            Memorials shall be such that a hazard or distraction is not presented to road users.

 

2.            Memorials shall be maintained in a generally clean, neat and organized manner.

 

3.            It is preferable that memorials be set back from the travelled portion of the road as much as possible.

 

If the memorial does not meet the above noted guidelines, or a complaint/concern is raised by a local resident, staff shall make a reasonable effort to contact the owners of the memorial to ask that the memorial be altered, relocated or removed.  If contact with the owner is not successful staff will remove the memorial materials to the nearest County maintenance facility.

 

If a memorial has clearly been abandoned the memorial shall be removed.

 

County staff will follow the direction of the Ontario Provincial Police and/or the local police department with regards to removal/relocation of roadside memorials.

 

Other direction with regards to roadside memorials will be provided by the County Engineer.

That the County Engineer be directed to initiate a study on the impact of the assumption of the roads under the jurisdiction of the Municipality of Strathroy-Caradoc as per their requested dated September 6, 2012 and the findings of the report be presented at a future County Council meeting for further action.
